The concept of rotation in offices of power is not a new idea. In fact, it's been around since ancient times, when the council of 500 in Athens rotated its entire membership annually. Even then, people realized the importance of starving the corruption afforded by time and power.
Today, we still respect this idea as a nation by imposing term limits on some offices, including The President of the United States. However, out of 50 states, only 15 states currently impose some form of term limit on Legislators.
